Under Lock & Key

Since 2021, the city of Atlanta in conjunction with its police force and local developers and contractors, has been trying to bulldoze a significant part of the remaining forest in the city and construct an urban warfare training center for police officers. The forest, which formerly contained a slave labor camp and then a state farm ran on prisoner labor, has been the site of occupations, sabotage of construction equipment, protests and raids by the police. Recently, the cops murdered an activist staying in the encampment defending the forest, while revolts in downtown Atlanta and confrontations with police at the site of the forest have resulted in arrests and terrorism charges for dozens of activists. The movement has racked up several victories already, including delaying the construction of the training center by several months and driving several contractors off the project entirely. But the struggle continues. At press time, the forest faces clear-cutting for the initial stages of construction.

Background

Atlanta is a rapidly and brutally gentrifying city, with a nominally Black elected leadership but a housing and economic policy that has displaced thousands of lower income New Afrikan residents. Cops have been used to harass New Afrikan tenants out of public housing to facilitate redevelopment, rent has spiked well above the already bloated national average, and the arrival of movie production companies (facilitated by tax breaks and other favors) has been a major motor of gentrification across the city.(1) The elected leadership of the city is in a bind – they have to deliver economic growth and good jobs, and get re-elected by appearing to stand against police brutality and white supremacy, but are constrained by their own commitment to capitalism and inability to confront the real power structure of the city, which, as we will see soon, is mostly unelected.

Like most Amerikan cities, Atlanta saw a weeks-long uprising against the police following the murder of George Floyd in 2020. In Atlanta, also like other Amerikan cities, local cases of police brutality added extra impetus to the protesters and their demands. The murder of Rayshard Brooks in June of 2020 led to a revolt that burned down the Wendys he’d been killed at(2), the resignation of hundreds of police officers and even the trashing of the offices of the state police. Local lumpen organizations saw a temporary truce and occupied the Wendys site with arms against rumors of white militas seeking to march near the site of Rayshard Brooks’ death. In the wake of these and similar events police and correctional forces nationwide are facing difficulties filling their ranks and reeling from their abject failure to contain the disturbances of 2020, when over sixty thousand (3) National Guard troops had to be called out to back them up. The need for Cop City is itself a sign of weakness, paranoia and poor morale of the police force.

The Campaign in the City Council

In 2021, after the rebellion, the Atlanta City Council met in secret to arrange two land deals in the South Forest, the largest expanse of forest remaining in the Metro Atlanta area. One was to give a movie studio CEO, Ryan Milsap, a swathe of public land to bulldoze and build a large movie production studio on. A second was to give another large chunk of land to the Atlanta Police Foundation, a private nonprofit that gathers money from some of the largest businesses in the region and funds policing initiatives. The APF was to construct a mock city out of concrete, similar to U.S. Military urban warfare training sites, to prepare police to prevent another 2020 from happening. (4)

The Atlanta Police Foundation (APF) is interesting all on its own. It’s entirely private, with unclear finances and no accountability to the public. It’s staffed by former national security officers, real estate investors and retired police; and it has enacted several large-scale programs around the city by itself such as building a center for a massive surveillance network across the entire city which allows footage from thousands of cameras the foundation has installed to be reviewed at one location. The APF has also built up a house renovation program that buys cheap real estate in New Afrikan neighborhoods, remodels it and gives it to police recruits to live in. All of this is done with money donated by corporations ranging from Coca Cola (who did drop out of the Foundation after pressure from activists) to Norfolk Southern. To repeat: large capitalist firms are directly funding, with no public oversight, the extension of massive surveillance networks, police colonization of New Afrikan ghettos, and the construction of a training center intended to make cops more proficient at urban warfare.

The APF is best understood not as a slush fund or a shady organization behind the scenes, but as a de facto shadow government that actually runs the city on behalf of a mostly white bourgeoisie.(5)

Activists uncovered the land deals and organized protests and a campaign to persuade the city council to not approve the projects. After months of rallies, lobbying and canvassing, the Atlanta City Council voted in late 2021 to allow the project to proceed. This outcome, which many of the activists involved in the campaign predicted, marked the first defeat for Stop Cop City. The coalition that managed this campaign, DARC (Defund Atlanta Police Department, Refund Communities) dissolved among accusations that the local chapter of the Democratic Socialists of America (DSA) had tried to take over the campaign and use it (and its failure which they banked on) as a recruiting tool. The DSA’s plan was to allow the campaign to fail instead of criticizing it openly, with the hope that its failure would radicalize people into their organization. Commenting on this, a local communist wrote “the notion that working class Atlantans, people who live their entire lives in the trenches of the city’s class war, require a civics lesson to be radicalized is self-evidently chauvinistic.” (6)

The Campaign in the Weelaunee Forest

Parallel to the campaign against the city council and continuing after it had been defeated, a growing and mostly anonymous group of people calling themselves “forest defenders” were ramping up their activity. Some engaged in tree-sits in the forest, others established gardens or engaged in mutual aid projects and free concerts, and others routinely sabotaged construction and surveying equipment preparing the forest for the project.(7)

At one point members of the Muscogee (Creek) tribe from Oklahoma, who lived in the South Forest before being expelled during the 1820’s, returned to the forest, conducted a stomp dance ceremony and shared the forest’s pre-colonial name: Weelaunee.

Several times, crews hired by Ryan Milsap to start demolishing the forest ahead of official permitting were driven out after direct confrontation by forest defenders. Outside the forest, protests against contractors, politicians and business-people involved in the project routinely escalated to vandalism and provoked repression from the police. In one case, a protest in East Atlanta Village was attacked by cops as it was ending, but the heavy-handed tactics of the police resulted in all 17 arrests being dismissed and thousands in restitution paid to those targeted. One of the general contractors of the project, Reeves + Young, dropped out after another direct protest at their officers and after several of their vehicles were sabotaged in the forest. It should be noted that not all interactions between construction workers and the forest defenders were hostile – when crews from the local power company showed up to do maintenance on a line in the forest, they worked around a garden that forest defenders had planted instead of destroying it.

Throughout late 2021 and 2022 this back and forth continued, with coordinated Weeks of Action bringing hundreds of people into the forest and a fluctuating smaller body of activists building and defending the forest in the interim.

Raids and the Murder of Tortuguita

Different police agencies routinely entered the forest and raided it repeatedly. Last May, following a Week of Action, cops came into the forest and smashed up a lot of protest infrastructure that was on the ground. Activists retreated to the trees, continued confronting work crews and burning equipment that was left unguarded at night. A statement issued after one of these incidents read “if you build it we will burn it.” In December of last year another raid resulted in the destruction of more shelters and 6 people were arrested and charged with ‘domestic terrorism.’

On 18 January 2023, a final raid into the forest by officers from the Georgia State Highway Patrol and numerous other police agencies attacked the forest with guns drawn. During the raid a forest defender sitting under a tarp refused orders to get up and leave, and the cops shot em several times at close range, claiming self defense. Eir name was Manuel Paez Teran (nicknamed Tortuguita or Tort), an indigenous anarchist from Venezuela, and ey’d been living in the forest for almost a year helping to coordinate its supply and defense. The cop story, that Tort had fired first from under the tarp and wounded an officer, began to unravel quickly. On body camera footage released weeks later an officer can be heard saying ‘you fucked your own officer up?’ after the shots, implying that the officer who was wounded was shot by his own people. Tort’s autopsy showed bullet wounds through the palms of eir hands, a story more consistent with an encounter killing than a firefight.(8)

Today

The movement is mostly evicted from the forest for now, and initial tree clearing has begun. The murder of Tortuguita, however, has dramatically raised the temperature of the struggle. The City council has already started walking back some of their plans for Cop City, and support for the movement and criticism of Mayor Dickens for being involved in it, has swelled. It’s also important to remember that without the resistance the whole forest would be gone and Cop City would be half-built already.

For Rayshard Brooks, for Tortuguita, and for victims of poverty and police violence in Atlanta whose names we know and those we don’t, we say Stop Cop City.

This month we seen police in Minneapolis break into Amir Locke’s home and murder him. This came after the public was placated by the conviction of former pig Derek Chauvin for killing George Floyd.

Most of the protest we seen for ‘defund the police’ ended after the George Floyd incident. It is uncertain if the reason for that is that the public think they won a victory just because the injustice system sacrificed one of their own in convicting Derek Chauvin or if the arrest of John Johnson, the leader of NFAC, played its part in the end of protests.

What is certain is that police can not be reformed because police are the problem in america. More likely than not the evil injustice system will release Derek Chauvin on appeal when everyone has forgot and the spotlight is off. We seen Kim Potter get sentenced for 2 years this week because some of the public pressure is off against the police. While the Kim Potter incident seemed accidental and she showed some remorse for her murder two things were never mentioned.

1st that police murder would have never happened if the pigs were not stopping someone and harassing him in the first place, therefore the police were the problem that led to Kim Potter killing an innocent man.

2nd if anyone of us did this accidental shooting and showed real remorse we would get life in prison and denied any chance of justice in appeals court no matter how competent a defense we receive in trial from our public defender (pretender).

Now the protest in the streets are silent and the evil police are back to their same old tricks. Falsifying crime statistics to scare the public into giving them more money. Money that should be going to schools, and infrastructure, housing, community building rather than to evil pigs that only scare people with false crime needs and incarcerate our fathers, our kids. Police are a plague on society and the ONLY way to fix what is wrong in this country is to defund the police and close our prisons. Such a radical reversal is hard to comprehend, it takes actual work and sacrifice.

We all know disgusting people that we do not want around. It is easy to use police to get rid of disgusting people, thus creating the monster of incarceration that we have now. To build community and healing takes work and sacrifice. To really create lasting change requires independent institutions of, by, and for the proletariat. We must unite together against disgusting people who have lost their way and show them a better way. At all cost the police can not be used as a remedy. The trail blazers of community building most likely will have to operate at a deficit initially until results can be proven, but rest assured any result is better than the ineffectual prisons we have now.

We need to form real community based volunteer groups to patrol our streets and intervene with ill behavior. Punishment is never the answer. We can appropriate public spaces as necessary because public property does NOT belong to the government, it rightfully belongs to the People. To truly fix America we have to defund the police at all cost. Stop being afraid of crime. Solutions to problems will arise naturally. One thing is clear, the government we have now is not for the people, By the people, or of the people. Police have become an elite ruling class they do whatever, whenever they want. That is why reform will never work.

In Solidarity

MIM(Prisons) responds: We agree with this comrades conclusion that reform will not work. And echo the need for a strategy of building proletarian-led institutions of the oppressed instead. The “defund” rhetoric seems very closely aligned to this mission, yet in practice seems to have led to more discussions about budgets, i.e. reformism. And of course, President Biden, has just taken it to call for more funding for police.

I can’t believe I am going to defend Curtis Reeves but if there is something I hate more than police it is capitalistic patriarchy, or mad masculinity, or what I call toxic testosterone. This is how capitalism rewards aggression.

We see it all the time in society. If a man is over 6 feet tall, he is almost guaranteed a management position in any workplace while more qualified workers are passed by. Or how it can be dangerous to attend a football game because of aggressive fans who can easily become violent. It is that the rewards of a capitalist culture go to those who are willing to fight the hardest.

The fact that an elderly man can not even attend a movie without being bullied by some mad man is evidence that capitalism does not work for human relations. Curtis Reeves asked Chad Oulson to be respectful and Chad Oulson became aggressive and violent because that is all he knows.

Chad Oulson probably thought he could get away with being a bully because he was bigger and much younger than Curtis Reeves. Chad Oulson thought it was OK to be violent and hit an old man because who is going to challenge a big man full of mad machismo? But this time karma finally caught up with Mr. Oulson and his pretty wife. Kurtis Reeves had the great equalizer, a gun. Curtis Reeves did what the rest of us could not get away with. Because Reeves was a police captain he could kill Chad Oulson with impunity, and in my mind, the jury was correct to acquit Reeves because the rest of us hate bullies too.

Another thing I think is relevant is an incident that occurred in early February. Two boys were fighting in the mall, 1 black and 1 white. The mall police intervened. They tackled the black boy to the ground violently and handcuffed him while the white boy only sat on a bench. Everyone on the news displayed this as a example of police racism but that is not what I seen. What I seen is 2 police officers, 1 man and 1 woman intervene in the fight. The man police officer tackled the black boy violently while the white woman police officer tackled the white boy to the bench and then backed off at the first sign of compliance. It should be noted that both boys were compliant after the police intervened in the fight. I do not know if the male officer who tackled the black boy is a racist or not, but what I do know is that the male officer had way too much toxic testosterone flowing in his veins. Where it is obvious the woman officer only used as much force as was necessary to stop the fight, the male officer clearly wanted to hurt someone. What I seen is patriarchy culture. Male police officer full of mad machismo on a mission to hurt as many people as he can, full of violence and aggression with a license to do whatever he wants with impunity. Honestly, if racism is the tool that is used to take that pig down then I will support that approach by whatever means necessary.

I see the capitalist patriarchy here in prison everyday. CDCR policy is if I am outside and 6 feet away from anyone a face mask is not required. However, that policy does not stop mad officers from telling me to put my mask on. These crazy pigs full of mad machismo mask check me all the time, not because it is policy or safety, in fact, it is contrary to CDCR policy. The crazy pigs mask check me only because they want to display dominance and control over another human being. The little bit of dominant feeling the pigs get from making me bow to their will makes them feel like a bigger man than they are.

The male officers that mask check me, only so they can feel a little bit of dominance, learned that sick behavior from American culture that rewards it; a disgusting capitalist culture that teaches patriarchy and rewards toxic testosterone allows these sick officers to challenge me while they have the upper hand. I am a defenseless prisoner, while they are a gang with weapons. The mask check is contrary to CDCR policy that clearly states if I am outside a mask is not required. The mask check is nothing more than a testosterone challenge. Mad masculinity or what the South Americans call machismo.

Who is the bigger man? The defenseless prisoner or the gang of officers carrying weapons? This sick culture that rewards the aggression devastates so many.

Wiawimawo of MIM(Prisons) responds: I recently heard a well-known fascist arguing for more violence to defend honor, that our society has become too soft without it. This same fascist is infamous for abusing his ex-wife. We agree with the author above that machismo, especially over one’s right to text during a movie, is a toxic result of the patriarchy. It is not clear from the information available that Reeves’ quickness to pull the trigger didn’t stem from the same machismo. Either way, we can agree that the patriarchy led to Oulson’s death.

However, patriarchy kills more people through violence between romantic partners and former partners. A recent gruesome story hit the news of an ex-boyfriend who broke in and tortured and killed his ex-girlfriend’s now husband.

While the percentage of homicides in the United $tates from gang-related violence is around 10%(1), the percent from intimate partners is about 20%.(2) The percent of wimmin victims of murder by intimate partners is about 40%. Yet there is a war on gangs, but no war on patriarchy being led by those in power. The war on gangs, like the war on drugs, is motivated by a project to control the internal semi-colonies of the United $tates.

As many of our imprisoned readers will recognize, it is much easier to get people to lash out in violence against those with no real power over petty things than to stand up against power over real grievances. It is not just white Amerikan movie-goers, it is the oppressed as well who fall prey to the machismo, the petty individualism, and the violence of Amerikan culture. We are not pacifists, we advocate the use of all tools that can be effective at ending needless violence and murder. After imperialism, patriarchy is the next power structure that must fall to reach our goal. In the exploiter countries, we see the violence of the patriarchy more strongly, where the violence of imperialism is less. Join us in standing up for fights that really matter.

Today at Polk Correction Institution the prep-team beat a young man in full restraints named Mr. Fox as he screamed for help during a shake-down: video surveillance was not provided.

15 March 2021, a few weeks before the killing of Andrew Brown by Pasquotank Sheriff’s Department, I was maced, tased, beat, and nearly killed by almost 20 Pasquotank C.O.s. The beating occurred in 6 different locations in the building including 3 elevators. I received several life lasting injuries to the head, face, and mouth from being punched and kicked over a hundred times while laying flat on the ground on my stomach and/or side. A chunk of meat was ripped out of my shoulder from being dragged over 50 ft. I was choked while beaten til they thought and asked one another if I was dead.

Another official cut my thumb with a switch blade and I received several other injuries that medical refused to treat or document. The officers said, “they’ll be back to beat me every chance they get and that I better not eat.”

I was emergency shipped, and 3 hours later pictures were taken of my injuries when I arrived at Polk Correctional Institution (High-Risk-Security).

Pasquotank Prison Officials deny to have ever touched me and claim their innocence while not even bothering to explain how my injuries were sustained. The disciplinary officer found that the video footage of the incident had been tampered with and cut-short.

18 October 2021, all mail for North Carolina prisoners will be received at TextBehind in Phoenix, MD with long time promises of iPads in the future. Should department of public safety provide proper video surveillance for safety before iPads for profit and entertainment? Surveillance is critical to maintain and monitor unwanted violence.

Relief in the claim I’ve filed against Pasquotank Correctional Institution include that the courts enforce a policy with an injunction ordering hand-held cameras be used when escorting offenders or using force in blind spots.

Unfortunately, body-cams in prison make it harder for guards to smuggle contraband or have relations which would decrease the rate of violence from drug related issues allowing more prisoners to focus on rehabilitation and money management.

With this we would ask for higher pay rates to support our families and conjugal visits for married couples.

MIM(Prisons) adds: In the last issue of Under Lock & Key one of our comrades addressed the use of tablets to pacify and surveil the oppressed in A Strategic Objective to Disrupt and Surveil the Communication Between Prisoners and Our Loved Ones. The article above connects this to the many campaigns prisoners have waged to get cameras in prisons so that there is documentation of the regular abuse and illegal happenings that go on inside.

In 2014, comrades in North Carolina won a lawsuit to [require staff of NCPDS to record with video cameras any use of force incidents]((https://www.prisoncensorship.info/article/north-carolina-prisoners-preliminary-victory-on-use-of-force-lawsuit/). This suit however, left it up to the pigs to determine when cameras need to be used. As AK47 asks, if the state is to invest more money in technology, shouldn’t it be on this important task of preventing physical abuse and drug trafficking, both of which leads to the loss of humyn lives?

We can also take lessons from the implementation of universal cameras, including audio recording, in California which brought up concerns of excessive monitoring of prisoners, including in counseling and rehabilitation programs. Just last year, another lawsuit in California brought a federal court order requiring body cameras in Richard J. Donovan Correctional Facility in California, resulting in passive protests from staff in the form of not running programs for prisoners.

Modern surveillance and communication technology can be used for good and for bad, for the interests of the oppressed or the interests of the oppressor. The interests of the oppressed lie in holding the state accountable for the rampant abuse and drug dealing its employees commit every day, while being able to maintain connections to society, engaging in rehabilitation programs where they can speak freely and openly. The interests of the state lie in pacifying the population with pop culture media and surveilling the communication of those who cannot be pacified.

In April, we published a piece covering the killing of Adam Toledo: a 13-year-old Mexican lumpen youth who was a member of the Mexican/Chican@ neighborhood of Little Village, westside Chicago. Here we address some of the organizing that has come out of this tragic death.

The Mexican/Chican@ Youth Speak

On the day the Chicago city government released the body camera footage of the way Adam was killed, police abolitionist rallies and protests were gathered in Chicago and other major cities of the United $tates. Primarily, these rallies were calls for abolition and reform of pig forces in the United $tates and were attended by the Mexican and Chican@ masses – mostly the youth. Despite comprador Mayor Lightfoot and the Chicago Pig Department’s fearful cries of imminent social unrest and “riots,” these social rallies were peaceful and non-violent.(1)

During school time, the same youth who might have attended those non-violent rallies mourning Adam’s death and righteously condemning the Chicago Police Department (CPD) would have found a bit more safety than usual due to the lack of pig presence in their schools. Chicago Public Schools (CPS) officials announced on the 23rd of April – a week after the release of the body cam footage – that uniformed pigs won’t be on school campus until the fall semester. This policy however, is only temporary and will not apply to sergeants who patrol the areas around CPS schools. On top of that, officers are still assigned to 55 high schools whose local school councils voted to keep them in.(2)

The murder of a fellow oppressed nation youth has sparked a lot of righteous resentment against the oppressive police system among Chicago’s public school students during that month – the CPS population is comprised of 83% oppressed nation students.(3) Nathaniel Martinez, a sophomore of Roosevelt High School in Albany Park, made the following statements:

“The cops are the ones who are holding the gun. They have the power to choose what will happen, what won’t happen. And what they chose for Adam was death. And when I saw that, when I realized that, it just made me scared. But at the end of the day… am I scared of cops? Yes. Am I scared what one of them will do to me if one of them ends up having a bad day and they just want to do something crazy? Yes, I always am. … But right now we’re trying our best to make a difference.”

“We shouldn’t have students being monitored like criminals by cops in schools,”

Oppressed nation youth like Nathaniel lead movements across the country to get rid of armed pigs monitoring school halls. Many of these youth correctly recognize the disparity of how much harsher and more frequently New Afrikan or Latin@ children would be targeted by school pigs as compared to their Amerikan peers. Other progressive minded people have also recognized how the patrolling of schools and youth (oppressed nation youth in particular) lead to those youths entering the prison injustice system. In this sense, there is strong solidarity that should be built among the prison movement and the youth movement. However, a big weakness, reflecting pre-scientific thinking within these movements, is reformism and dependency on the imperialist system. These are ideas communists should be challenging through political education when deepening their roots into the progressive youth movements.

The Elders Respond

One important voice that has been raised are the ones from the older migrants. While these elders recognize the tragedy of Adam’s death, they also supported more pig presence among the Mexican/Chican@ neighborhoods in fear of violence from lumpen organizations. One Mexican elote (Mexican street food) vendor aged 74, named Santamaria, had this to say:

“We are tired of gang violence; it’s sad what happened with the young boy, but he had a gun with him and his friend had been shooting, so the officer responded to the threat,”(4)

Many of our reader base will know that the oppressed nation lumpen in the urban centers of the United $tates have hostile relationships with their urban petty-bourgeois counterparts. Some of our readers (and also many communists) might be quick to condemn the above attitude claimed by Miss Santamaria as coming from a petty-bourgeois street vendor and a chauvinist attitude against the lumpen class. However, we shouldn’t be too quick to brush off these sentiments and thoroughly combat the anti-people aspect of the lumpen class as well. Ideas stem from material reality after all. The segregated nature of the United $tates will mean that the bread and butter of oppressed nation lumpen will be other oppressed nation people: pigs will care less if a gangbanger steals from a New Afrikan or a Chican@ in the ghettos/barrios than stealing from the Amerikans. As stated in “Who is the Lumpen in the United $tates?” by MIM(Prisons), the First World Lumpen parasitically gets its means of living through other labor aristocrats, or other lumpen. This examination should lead to their surrounding petty-bourgeoisie as well. While it is true that in the United $tates, the First World Lumpen class should be organized to abandon the road of banditry and follow the road of revolution, it is also true that to demand respect and sympathy from poor and lower petty-bourgeois masses while also committing said banditry is idealist and commandist.

One important point that has been brought up by the youth and the intellectuals which led many of the mass rallies and discourse surrounding the murder of Adam was the fact that many of the elders in the Mexican/Chican@ community bring over conservative cultural attitudes of the countryside in mother country Mexico to the cities of the United $tates.(5) Many of these attitudes include the reaction against the violence of the lumpen proletariat drug lords and the Mexican bourgeoisie that fund and cooperate with these enemies of the people. Nine times out of ten, the Mexican drug lord is a gangster and a comprador capitalist at the same time – if not the running dogs of those comprador bourgeoisie. In the oppressed nation areas of the United $tates, most lumpen organizations might just be small-scale collectives of hustlers, pimps, and drug peddlers who claim blocks and corners and can’t afford to have the country’s military under their thumbs; in the Third World, they are war lords who control swaths of land and political power. This difference should stay in the minds of revolutionaries and communists who intend to organize not only the first world lumpen, but also the migrant proletariat who come from the third world oftentimes to escape from war lord tyranny.

The Campaign Against ShotSpotter

Several months after Adam was murdered, his family and activists gathered on the site of his death to protest the ShotSpotter technology used to detect gunshots in areas where lumpen activities heavily occur. On the Thursday of July 29th when that rally was held, activists demanded the cancellation of ShotSpotter’s surveillance presence in their neighborhoods as the contract the company had with the city of Chicago only had one month left.(6)

In response to the protests held by the people, ShotSpotter issued this response:

“All residents who live in communities experiencing persistent gunfire deserve a rapid police response, which gunshot detection enables regardless of race or geographic location. Because cities lack sufficient funds to cover an entire city with gunshot detection technology, they deploy sensors in neighborhoods suffering the highest levels of gun violence.”(7)

In classic Amerikan fashion, ShotSpotter disguised its surveillance and monitoring of the empire’s problem population (the oppressed nation of urban centers) as a gift and a right that the said population “deserves.” Maoists recognize that gunshot detectors in ghettos and barrios aren’t a safety measure. These technologies enable pigs to be deployed faster to occupy these regions in a more efficient and fruitful manner. The company also claimed that the technology detects “gunshots regardless of race or geographic location.” Any sane person should be able to recognize that this claim means nothing since humyn beings (in this case Amerikan corporations profiting off of militarized police occupation) put these technologies in to monitor New Afrikans and Mexicans/Chican@s geographically located in ghettos and barrios. Like Mao Zedong taught us, man is principal over machine and weaponry in warfare.

Adam’s Place

On August 11th, Adam Toledo’s family spoke about the plan of creating “Adam’s Place”; a non-profit shelter for at risk boys trying to escape inner-city conditions and lumpen violence. The shelter would be built on a 70 acre farm in Potosi, Wisconsin and was chosen by the family’s attorney Joel Hirschorn. The location is 3.5 hours away from Chicago and 2.5 hours away from Milwaukee.(9) The non-profit is claimed to be modeled after the Christian ministry program “Boys’ Farm.” In a town hall meeting in Potosi, Wisconsin, Joel Hirschorn announced that the home will not take in boys already in a lumpen organization. We are not sure how Adam’s Place will define a child to be “in a gang” (whether affiliates or individual hustlers will be classified as belonging to a “gang”); however, we see the fact that Adam Toledo himself would not be allowed in Adam’s Place as a prime example of liberal NGO tactics.(10) We hope for stable and safe path for all children who will enter Adam’s Place, and wish the family members of Adam Toledo for a peace of mind from the nightmare they must be facing. For attacking the problem at the root, and for real rehabilitation of lumpen youth, we point our directions away from NGOism to our readers and towards socialism and revolution.

Any pig that enjoys punishing citizens who even think about resisting arrest or even ‘looking funny’ at him should move to Corruptarado (as we call this state) and go work for the Denver Pig Department.

Per an 11 August 2021 article in the Denver Post, “Denver paid $1.1 million settlement to police officers fired after beating unarmed man, records show,” two pigs that severely beat a 23 year-old Latino man in 2011 were fired, but as part of the ‘deal,’ were paid thousands of dollars in exchange for agreeing to never work for a pig department ever again.

But wait. The pigs sued, claiming they should have not been fired. After a ten year battle, the Colorado Supreme Court allows this Colorado Court of Appeals ruling to stand. A ruling for the pigs.

So … one of the pigs got $420k, and the other got almost six hundred grand from the City and County of Denver. City officials said “We are acutely aware that this result means that the officers essentially escape the consequences of their conduct.” Ya think?

No doubt pigs around the country smile when they read of this decision. Maybe many of them will now be sending their job applications to the Denver Pig Department, home of the pigs with 007 licenses to kill.

On 20 April 2021, Ma’Khia Bryant – a 16-year-old New Afrikan girl – was murdered by a pig belonging to the Columbus Division of Police.(1) As the news of a guilty verdict on killer pig Derek Chauvin was barely starting to make news on various media, an Amerikan pig killed another New Afrikan child.(2)

At the time of the murder, Ma’Khia Bryant lived in foster care in the home of Angela Moore – the foster mother. The incident started as a conflict between a Tionna Bonner, 22 year old former foster child of Ms. Moore, and Ma’Khia Bryant and her younger sister Ja’Niah Bryant. The conflict was originally over housework, and how the former foster child Tionna Bonner said the Bryant children were not giving Ms. Moore the respect that was due. The dispute escalated when Ja’Niah called Ms. Moore who said she was too busy to get involved. Ja’Niah called her grandmother while Ms. Bonner called another former foster child by the name of Shai-Onta Craig Watkins. Watkins was 20 years old at this time.(3)

The biological grandmother of the Bryant children arrived who described the conflict. She tried protecting her grandchildren who were being threatened by the older former foster children Ms. Bonner and Ms. Watkins. By this time, Ms. Bonner had pulled out a knife (according to Ja’Niah and her grandmother) and Ma’Khia had grabbed a steak knife from the kitchen. This is when Ja’Niah called 911 to which she claimed “Angie’s grown girls trying to fight us, trying to stab us, trying to put her hands on our grandma.”(4)

The police arrived 12 minutes later. Ms. Watkins has left the house while the Bryant children began to pack up their things. The Bryant children’s father now arrived at the scene as Ms. Watkins returned with two more people. While the two groups crossed paths, Ms. Watkins spat towards the Bryant family. Ja’Niah Bryant later said, “That’s when everything just went left.”

As Ma’Khia Bryant charged, Ms. Watkins fell to the ground in which then Ma’Khia’s father tried to kick Watkins. When Ma’Khia raised her kitchen knife, pig Nicholas Reardon shot Ma’Khia four times. Ma’Khia was dead.

Many activists and people on Twitter oriented towards the discourse of Amerika’s police brutality pointed out on social media how the New Afrikan masses couldn’t get a single second of judicial justice from the United $tates without having another Amerikan pig take the life away from another New Afrikan. This murder was closely dated with the release of the video footage showing the murder of a Mexican lumpen youth Adam Toledo who was 3 years younger than Ma’Khia Bryant. The liberals and left-wing imperialists oriented with the Democratic Party seemed too busy to pat themselves on the back in regards to the guilty verdict on Derek Chauvin that these two murders of oppressed nation youth seemed to not stay in their national headlines.

The Oppressed Nation Youth in the Foster Care System

In 2019, New Afrikan children made up 14% of the total child population in the United $tates – children ranging from ages 1 to 18 – while their euro-Amerikan counterparts made up 50%.(5) Despite their much smaller population size, New Afrikan children made up 23% of the kids in foster care, much higher than not only Amerikans, but also the Chican@s, First Nations, and national minorities.(6) The number of New Afrikan foster children however, has been decreasing steadily for the past two decades with the year 2000 starting with a 39% and reaching a stabilization of 23% around 2016 up to 2019.

Throughout the history of the modern imperialist world there have been problems of vulnerable children; whether they be foster kids, orphan beggars, or a gang of youth thieves, crisis which inevitably comes from the capitalist relations of production will strike the youth populations as well. In the United $tates, one of the many major external factors of the oppressed nations’ material conditions in the recent decades have been the drug war. With the turn of the 1980s, the crack epidemic fueled by the alliance between the CIA and the comprador drug lords of Latin America has hit New Afrikan and Latin@ communities like a locust swarm would to a peasant’s rice field. As the drug game became more and more dangerous, the oppressed nation youth lost the little stability and the nuclear family structure that they had in the first place. The associate commissioner of the Children’s Bureau stated that “most children enter the foster care system, not from physical abuse, but from neglect.”(7) From this we can gather that the primary cause of New Afrikan youth entering the foster care system is not physical and emotionally abusive parents per se, but lack of resources the family or the community around them has.

Children growing in those lumpenized households and impoverished labor aristocrat households vulnerable to lumpenization (and most importantly, surrounded by abysmal living conditions) creates a very unstable social element for the Amerikans (and even the oppressed nation masses!). So in that response, the foster system is utilized where petty-bourgeois households (many of them belonging to the oppressed nation themselves!) with the time and resource could take care of children coming from beneath their petty-bourgeois class status. Despite its well-intended individuals, the foster care system is just as unsafe from bureaucratic and profit-driven work methods that is embedded in the capitalist the capitalist superstructure. Abuse, emotional deprivation, and physical neglect reign amongst children in foster care. Just like how the police departments of every major city juke statistics and makes robberies and rapes disappear – and how the school system juke scores and encourage studying tests instead of studying fields of knowledge – foster homes oftentimes make their abuse and neglect disappear as well. Anti-communists claim that no one would work without the profit motive, and that the profit motive is the main source of good work in any society. Then how come foster parents who get paid hundreds by the government every month per child still can’t meet the emotional and physical requirement for vulnerable youth?

With the crack cocaine epidemic rising in the 1980s and 1990s, bourgeois nationalist ideas hardening the family structure of oppressed nations came to popularity. Bourgeois nationalists pointed at the lack of a nuclear family structure amongst oppressed nations, and rested the conditions of New Afrikans and Chican@s upon that point.(8) The absentee father; the drug addicted mother; the so-called “emasculated” gay man; the gangster who’s “too dumb” to use his parasitic gains to transform into a legal capitalist; and the participator of “loose sex” were seen as the reasons why New Afrikan/Chican@ youth were pulled into lumpenization and the foster care system. Maoists understand that the superstructure cannot change the economic base, and the idea of “superstructure first” will be fruitless without the overthrow of capitalism. Shaming single mothers, persecuting LGBT masses, and enabling the capitalist instincts of the lumpen class will not only fail to give us liberation, but will attack the masses even more.

Socialist Handling of Unattended Youth

In the Soviet Union, revolution, counter-revolution, and world war left millions of orphans in Russia commonly referred to as “besprizornye” (literally meaning “unattended”).(9) Most of these orphans worked as beggars while also looking towards odd jobs such as selling flowers and cigarettes or hoping to work in restaurants for scraps. Competition became more fierce, and many of these orphans turned towards prostitution and thievery.(10) Gangs of orphans as large as groups of 30 came to being; alcoholism and drug abuse became a common site; and STDs, physical, and mental illness became common things associated with the unattended children.(11) From this basis came the battle for communist transformation of not only the unattended children but all children under socialism in the USSR. Revolutionary orphanages were formed, children were provided with necessities such as education while expected to help with maintaining those independent institutions and decision making. The primary split between these orphanages under socialism and capitalism was the agency and self-determination given to the orphaned youth and the question of adoption: socialist orphanages didn’t seek to put children in adoption but give them a family through the productive life of the commune. During the latter half of the 1920s, the Soviet Union succeeded in the rehabilitation of the unattended children although the goal of creating revolutionary youth movement for all youth has not been met.(12)

The murder of Ma’Khia Bryant is overlooked unfortunately by both the Liberals and the revolutionaries. As a guilty verdict has been placed on pig Derek Chauvin, liberals are eager to put a book end to the rebellion that spread across the country from 2020-2021. As Mao Zedong taught us that the masses must learn revolution through waging revolution, we emphasize the work on us that must be done in pulling the correct lessons from the period of rebellion from 2020 to 2021. Many radical Liberals are heartbroken by such morbid killing of an oppressed nation youth – a habit Amerikkka is unable to kick – and often times let the bourgeois moralism alongside catharsis get the better of them. We emphasize again the importance of learning the essence of the reality around us and the importance of serving unattended youth while combating tailist and commandist attitudes.

Weeks into the Derek Chauvin trial, protests in Brooklyn City, Minnesota were set off by the shooting of 20-year-old New Afrikan Daunte Wright during a traffic stop. The pig who shot him claims she thought she had pulled her taser. People braved the snow and freezing temperatures night after night, resisting the curfew that was put in place by the fascist pigs. They chanted “fuck the police!” and “fuck your curfew!” as cops shot tear gas and rubber bullets into the crowds of hundreds to thousands of people.

As we go to press, the pig who killed George Floyd has been charged with 2nd degree murder. Derek Chauvin assassinated Floyd on 25 May 2020 by kneeling on his neck for 8 minutes and 46 seconds.

This verdict doesn’t change the fact that over 1,100 people were killed by pigs outside of prison in 2020, and that that is consistent with previous years. Of those, 121 were pulled over for mere traffic violations like Daunte Wright. New Afrikans were 28% of those killed in 2020, despite being only 13% of the population. In cities like Chicago and Minneapolis, New Afrikans were killed by cops at over 20 times the rate of whites for 2013-2020. In that same period, no cops were charged in 98.3% of killings.(1) While this data may be incomplete, behind prison walls this information is even more hidden. United Struggle from Within reminds our readers that Prisoners’ Lives Matter too, despite being excluded from these statistics on murders by so-called “peace” officers.

In May 2020, George Floyd’s murder righteously struck a nerve in many people both in the United $tates and internationally. This lead to a great awakening in international consciousness and exposed some heavy contradictions concerning capitalism-imperialism and its facade of democracy and human rights. We were shown that it is a dictatorship, and just like all other political systems, its state representatives are only there to uphold and enforce its class interests.

One of the most inspiring consequences of the killing of George Floyd is how this is so relatable to so much of the world’s oppressed communities and how so many of them not only showed their support for New Afrikans in North America but used this as a catalyst to confront their own bourgeois dictatorships. Just last month, Victoria Salazar of El Salvador was killed by Mexican police by a knee pressing her neck into the ground similar to George Floyd. In response, wimmin across the country took to the streets, marching, performing street theatre and sometimes clashing with police. Feminists protested both the rate of femicide in the region as well as the militarized border patrols and policing that create the conditions for killings like Salazar’s; tracing it back to U.$. imperialism.

Even the bourgeoisie in China criticized how the United $tates polices its Black population, saying, “Many people within the United States actually have little confidence in the democracy of the United States.”(2)

Despite these connections, the death of Mr. Floyd had little chance of galvanizing itself to confront the U.$. bourgeois dictatorship or threaten its rule. A few officers were scapegoated. One will be doing prison time. And all Democrats and Republicans unanimously joined to denounce the officer’s actions. Western imperialism was quick to send out its talking heads and the Democratic Party to corral the people back into bourgeois confines and to let the system administer the appropriate “justice” through its judicial process. Then $27 million was given to the family in a very public and biased way which could be a sign and another way to placate the people. Sadly, Biden and the Democrats have largely won over much of the “allies” of the oppressed and New Afrikans in particular. A recent poll said that immediately after the uprising 60% said at least one pig “murdered” George, now it’s only 36%, which is just a sign of how fickle and amorphous even “talk” of discontent for how capitalism-imperialism treats the “other,” and how quick much of Amerikkka wants to get back to business, ie. back to normal.(3)

The trial of Derek Chauvin was captivating. Many people, from many backgrounds actually cared and tried to help George Floyd. Sadly, even in the rare occasion when they are given prison time, none of the pigs will be reformed. We know this because our own comrades who do want to serve the people are not given any resources to reform in the current prison system. This should only add to the list of reasons why capitalism-imperialism must go not why we need to give it yet one more chance, or worst still “push Biden further to the left.”

All comrades should be using their voice to build the anti-imperialist united front and demanding class suicide from all oppressed communities and justice-loving people in this country. It is real in the field, fascism is no longer a misnomer. There are very large swaths of the country who would love nothing more. The kid who murdered the two protestors in Kenosha received $2 million in donations, which just shows you what Amerikkkans think of the cries of its oppressed citizens, and also what it thinks of its right-wing vigilantes. Meanwhile Florida just passed a fascist bill that allows felony charges for protestors for “rioting,” including up to 15 years for those who damage or desecrate an historical monument. Meanwhile it protects Amerikans who assault or kill protestors with a deadly weapon (an automobile), a form of fascist vigilantism that has grown in recent years. Then you have the recent voting rights bills, such as in Georgia, to stop people from voting. This is a real crisis within the bourgeois empire itself on how to rule; whether oppressed nations are allowed to vote, or even to exist.

Mao said the basic law of dialectical-materialism is the unity of opposites. The primary contradiction in imperialism is the oppressed nations against the oppressor nations. Mao also said two cannot combine into one. Only revolution and a seizure of the state apparatus by the oppressed will ultimately transform this contradiction, yet we can and should be working to transform all aspects of the contradiction short of revolution we can in preparation for that time.

Amerikkka, or any First World nation, has no right to deny anyone a share of its ill-gotten spoils. We should not get caught up in the “lock-him-up” hysteria of this trial and instead demand and support a true united front against this system and expose it as an utter failure. We should be supporting the First Nations call of welcome to their cousins from South and Central America and those from the global south. The imperialists should not have undermined their governments and resources. We should be uniting with the Asian and Pacific Islander peoples’ struggles against national oppression, especially now, and welcoming them to the table (we’ve sure missed them and need them).

Studying Marxism-Leninism-Maoism, applying dialectical materialism and historical materialism, building a new culture using the method of analysis and synthesis to critique and transform this gangster culture and “bourgeois” criminal mentality into a revolutionary one, building independent institutions to protect ourselves and avoid state repression and even exposure as much as possible and effecting both the quality and quantity of these contradictions amongst the people and the enemy.

There is nothing in the world but matter in motion and our current social contradictions must be exploited by real materialists. We are living through an historic moment, things are certainly in motion, and we must affect the direction they move in. If we dare recognize our collective enemy and transform our petty bourgeois “wanna-be” gangsta mentality into one that is at least sympathetic to the revolutionary process we can really change and exploit these contradictions so they are more favorable to us.

On 29 March 2021 around 3:00AM, a 13-year-old lumpen Mexican youth named Adam Toledo was murdered by the pigs of the Chicago Police Department. Before the murder, around 2:30 AM, the Chicago Police Department’s ShotSpotter technology - a privately owned surveillance system which monitors gunshots primarily in oppressed nation lumpen areas of Chicago(1) – detected a number of gunshots on the West Side of Chicago. Specifically, the shots were said to have come from the predominantly Chicano/Mexican migrant neighborhood of “Little Village.”(2) Alongside the crime scene was Toledo’s associate Roman Ruben, and an Amerikan Chicago pig named Eric Stillman who pulled the trigger at 13 year old Adam.(3) After Adam unarmed himself, the pig immediately shot Adam in the chest – killing him instantly.

The mayor of Chicago, Lori Lightfoot, and other bureaucrats of the city government, have played a massive role in covering up this extrajudicial killing of an oppressed nation youth. The recent uprisings in regards to the murder of George Floyd and other murders of New Afrikans by Amerikan pigs seemed to have made quite an impression on the imperialists and the comprador bourgeoisie of the oppressed nations. With the lead up to the release of the body cam footage, every pig in Chicago has had its days off cancelled. The pigs of the CPD has claimed this has been for the “public safety” of Chicago. Us Maoists know that what they really want is security, not “public safety.” It will be the oppressed nation lumpen who will have to take on the responsibilities of creating safety and most importantly, peace among the masses. The New Afrikan comprador Mayor Lightfoot has also stated: “Let us not forget that a mother’s child is dead. Siblings are without their brother. And this community is again grieving.”(4) It’s ironic how the comprador reminds the masses that the masses are grieving! The mayor seems to be saying that political criticisms of oppression and brutality are inappropriate during times of profound tragedies. With regards to this attitude, we tell our readers that tragedies don’t exist isolated from their surroundings, and there are material political-economic reasons as to why these murders of oppressed nation youth by pigs happen in our society.

The Pig’s POV and the Reactionary Apologia

After the deployment of all Chicago pigs – and the cynical concern of comprador Mayor Lightfoot – the body cam video has been released on April 15th after calls to release the footage by the Mexican/Chicano community and the parents of Adam Toledo. The footage shows the pig running towards Adam yelling at him to stop and to show him his hands. As Adam raised his hands, the cop immediately fired his weapon and the bullet hit his chest. Adam drops to the ground and the pigs call for medical back up stating that shots have been fired by police. (5)

The usual discourse and apologia surrounding cop killings started to roll in amongst the Amerikans and their reactionary lapdogs: “the cop was most likely scared”; “the 13 year old had a gun”; and “it’s sad what happened, but the 21-year-old Roman Ruben who manipulated Adam is the real villain.”

What Amerikans and their lapdogs forget to remember is this: Amerika waged war against the oppressed nations. This war might have not been stated by the president as the war against New Afrikans, Chican@s, and the oppressed nations in word verbatim but a war has been waged nevertheless. The thin masking of this war by calling it a war against “drugs” or war against “crime” is not the issue. So with that being cleared up, we respond to these apologias with a question: did you expect your enemies of war to fight with sticks and stones? Of course the people you waged war against will have a gun. The assumption that pig Eric Stillman was feeling scared contradicts the claims made against Adam and Roman as criminals deserving of punishment. Adam probably felt scared as well running away from one of the most dangerous pig forces in the United $tates. Adam and Roman surely felt scared growing up in the West Side of Chicago being of oppressed nation origins. Should every wrong doing of Adam and Roman be just swept away then? Us Maoists say that with politicization and rehabilitation, people like Adam and Roman (oppressed nation lumpen youth) are some of the best positioned to become revolutionary and overthrow this system that arises violence and crime in the first place. What historical duties do cops like Eric Hillman serve? To defend and serve the security of imperialism and capitalism.

The ALKQN Strikes Back: Fact or Propaganda?

In the midst of all this, Adam’s affiliation with the Lumpen Organization (L.O.) the Almighty Latin King/Queen Nation(ALKQN) has surfaced. Sources from ALKQN associates and other L.O. affiliates’ social media posts have referred to him as “Bvby Diablo” and “Lil Homicide.”(6) The ALKQN has a long history of revolutionary political organizing, and even working with Maoists.(7) While transforming the entire ALKQN to a revolutionary vanguard has been unsuccessful and ultimately a failure, new projects and dedicated comrades have arose from the campaign of Latin Kings work with MIM such as the Noble Young Lords Party.(8)

Days after Adam was killed, the pigs in Chicago issued an “officer safety alert.” The CPD’s narcotics unit have heard that factions within the ALKQN on the Southwest side of Chicago have issued an order to their members to shoot at unmarked Chicago police vehicles.(9) This has raised another discourse of whether violence is justified, and sparked as ammo for the reactionaries’ justifying pig Eric Stillman’s crime.

This author believes that the ALKQN is completely capable of making these threats, and also completely capable of shooting at unmarked police vehicles. If these threats were made, and the actions carried out, we only condemn the act of making military offenses at the enemy while not being able to defend the masses from retaliation by the pigs. As we stated before, the masses will pay for the adventurist errors of leaders.(10) What we also want to highlight, however, is that it is just as much a possibility this information has been disseminated by the pigs to cause provocation amongst the Chican@/Mexican L.O.s of Chicago. We advise our readers with a call for discipline during these times when contradictions heighten. Romantic attacks towards the enemy can only do so much, and the consequences of raids and military occupation are not worth the lumpen romance.
