www.prisoncensorship.info is a media institution run by the Maoist Internationalist Ministry of Prisons. Here we collect and publicize reports of conditions behind the bars in U.$. prisons. Information about these incidents rarely makes it out of the prison, and when it does it is extremely rare that the reports are taken seriously and published. This historical record is important for documenting patterns of abuse, and also for informing people on the streets about what goes on behind the bars.

We hope this information will inspire people to take action and join the fight against the criminal injustice system. While we may not be able to immediately impact this particular instance of abuse, we can work to fundamentally change the system that permits and perpetuates it. BP-3.91 Says No Girlfriend Pix, But Sexualization of Trans Prisoners OK

17 January 2022 – I am contacting you to update you on the BP-3.91 sexually explicit photos etc.

Here on the C.T. Terrell Unit (AKA Ramsey 3) several prisoners just recently received photos in the mail – bikini shots. However, several people have had theirs confiscated by correctional officers. Not many people got rid of theirs. This new law really sucked to say the least. Two lawsuits have been filed by offenders here on this level I. I have read it too.

Here’s the thing, TDCJ currently pays for hormone treatment injections for gender dysphoric offenders. We still shower 50 or more deep in the shower. Transgender prisoners are allowed their breasts, tight pants, etc. However, we are told we can’t receive photos of our own girlfriends wearing thongs. What kind of sense does this make?

Placing restrictions on prisoners’ mail, photos, newspapers, magazines, is a significant interference with prisoners’ rights. This is a blunt response to a problem that is much more nuanced than K2, cellphones, etc. Common sense should dictate that the TDCJ should focus on the bigger problem that they are creating introduction of contraband through the front door.


MIM(Prisons) responds: We agree that BP-3.91 is a blunt tool, and like mail policies across the country, it is being used arbitrarily and to censor political materials and much-needed social interaction with friends and family on the outside. Our line is that we are against porn being used as an opiate of the prison masses; tactics-wise we’re against TDCJ (and bourgeois prisons in general) exploiting the reformist demands of friends/families of prisoners to further censorship and control what gets into the hands of prisoners.

A point this prisoner brings up is the fact that transgender wimmin are allowed to wear tight clothes and even shower with the men in the men’s prisons, despite the reason for this new censorship rule being to take away sources of arousal. The same argument has been made regarding female staff and how they dress and by the comrade who posed some strategic guidance for next steps in this campaign. The point is, that the TDCJ’s stated goal is asinine and unachievable. As another comrade points out, there seem to be some assumptions about only female bodies being able to sexually arouse.

Maoists understand that eliminating rape in our society doesn’t start with the individual: the material conditions that give rise to rape in the first place must first be gotten rid of and then the chance for a mass campaign against anti-people sex crimes will be possible. While individuals will certainly reform under patriarchy, the problem will continue until patriarchy is overthrown.

The TDCJ and the state of Texas claims that this law is promoted to give an environment for sex offenders to rehabilitate, yet they fully know that the rape culture of Amerikan prisons won’t disappear. We see that in this case the role of the TDCJ and the state of Texas is to govern the said material conditions for rape with security for the bourgeois dictatorship as priority; and that there will be no rehabilitation of anti-people sex offenders but more risk and danger for the already vulnerable group of transgender prisoners and LGBTQ+ prisoner in general. For this contradiction among the masses, we tell our prisoner comrades to build unity and solidarity with LGBTQ+ prisoners and promote independent power against the bourgeois state’s arbitrary use of reformist demands from the outside as a tool of censorship.

Forgery of Grievance and Denial of the Right to Grievance

To Whom it May Concern:

Greetings, I am writing in hopes you may be able to help and/or advise me. It is my intention to file suit against the Texas Department of Criminal Justice (TDCJ) director and employees concerning TDCJ failure to address grievance issues such as:

  1. Denial of insulin to insulin dependent diabetic

Transport Officer Mr. Ballew stated in the court hearing on 30 January 2019 that I must provide my own insulin during transport. I filed grievance #9019034096 on 6 February 2019 concerning this issue and unit grievance office claims to have closed this grievance on 1 January 2019. I must pay for a copy if I want to see the response given. (How is it possible to close grievance before it’s filed?)

  1. When I was released from the UTMB hospital and transferred to this (the Terrell Unit) I requested my property from the Carole Young infirmary unit be sent to me. I was told it was sent to the Byrd Unit and to date I have not received any property from the Byrd or Carole Young Units and my grievances step two, dated 12 April 2019, has been completely forged including the signing of my name to the document as if I wrote it.

It is my intentions to bring suit under violation of government code S.504 rehabilitation act for the following reasons:

I am denied to participate in TDCJ and UTMB programs and services or the benefit of those services provided to all other prisoners.

UTMB Galveston hospital orders that I take insulin three times a day. Note: I am not a type one or type two diabetic. I do not have a pancreas after it was surgically removed leaving me a severe diabetic with an auto-immune deficiency. My life depends on insulin and when I am not receiving insulin as ordered I am denied the right to complain through the TDCJ grievance program.

I request you send me the additional resource application to the federal courts and a copy of TDCJ grievance codes manual and any additional advice or information you may provide will be helpful. Also know that I talked with the Terrell Unit Assistant Warden Mr. Antony Patrict about these issues and he said “Sue me!” And the grievance office refused to allow me to complain about the forged grievance from 12 April 2019.

Diabetic Refused Insulin in Texas

On January 30, 2019 I was taken on bench warrant by TDCJ. The transport officer told the trial court judge that I had to provide my own insulin when I informed the court that I am severely diabetic requiring three insulin injections daily. Despite this fact, TDCJ refuses to provide insulin any time I am transported. The TDCJ grievance office refuses to respond to this complaint. The Terrell Unit grievance office is forging grievances and even signing offenders’ names for them and/or refusing to process their grievances, especially with regards to serious health issues.

Texas Still "Losing" Grievances

I am writing just to touch base with you. I am staying busy: have three 2254s before the courts, two civil rights suit, one recently filed, the second in its third year of litigation and is now before the 5th Cir. I am researching to build another 11.07 Habeas Corpus and memorandum of law. I am pondering on litigating against the grievance system here they “lose”, “didn’t receive” …. don’t conduct an actual investigation, as in a C.O. took legal material out of my subsequent storage box (“legal box”) but not a single listed witness was interviewed!

Helping Each Other is Only Legal Assistance Behind Bars

I do not know how I’ll be received, I don’t see myself as a revolutionary, I’ve been fighting the state for religious rights in two separate Civil Rights suits. I’ve also been assisting others with various legal issues, from Appeals, Habeas Corpus, Grievances, Divorces, Civil Rights suits etc. I do these things to help those in need because it is the right thing to do.

Our Law libraries are archaic and we are on our own to do research and file anything, no help from Law Library staff, just each other. The policies and practices in the Law Library are designed to hinder us, not to help. So, any information or materials that would be helpful, please consider me when distributing it. Thank You!

Educating to Stand Up Against Grievance System

I’m just reading your info pack for the first time in 9 flat years. This is the first time I’ve seen it. I’d like to get involved in your program and get on your mailing list.

What’s started all this is this unit we’re on, C.T. Terrell only returns 20% of the grievances we send in. This grievance system on this ifs totally broke down.

Another thing that got me started on this is that I got issued a case for contraband, i.e. a sewing needle. This guy in the craft shop sold some needles and they told him if he got them back nobody would get a case.

So this guy started going all over this trusty camp gathering up the needles. This craft shop officer was standing at the front desk trying to write down the cubicles he was going to. So she wrote all these cases that half of them were frivolous, so they tore them up and wrote some more and my name came up on the second batch of cases.

They come to my work and read me the case and took my statement. The first thing I noticed was the wording of the case on the second thing & noticed our sgt.’s name stamped on the bottom. I asked this sgt. about this case she wrote and she told me “I did not write any of these cases!” She told me the craft shop officer wrote all these cases and stamped her name on them.

They got all the needles back and the guy that sold all the needles only got a level 3 case when everybody else got a level 2 contraband case. So I’m 99% sure I’ll get the contraband case stuck on me. But I am going all out on the craft shop officer for PD-22-10, pg 6 for falsification of records.

This is really the straw that broke my back with this system. The grievance system on this unit anyway is completely broke down. If we write our grievances to the ombdudsman’s office they just send them straight back to this warden. I just saw in your Texas Pack A RRM Division Administrator. Who that is I have no idea, but I want to find out all I can because I am going all out. I want to educate myself as much as I can before I start writing letters on stuff I have no idea what I’m talking about. I think with y’all’s help, I can educate myself in standing up to these people.

Assaulted, Grieved, Charged with Assault

I would like to keep getting the Under Lock & Key issues so I could keep up with all the prison problems with drugs, gangs, and medical issues, and assault on offenders from TDCJ employees.

I know about the assaults on offenders by TDCJ employees because on 1-19-18 I was assaulted by physical force by a TDCJ employee from the C.T. Terrell Unit in Brazoria County, Rosharon, TX. I’ve done letters, grievances, I-60s, and even a 1983 and I get the case of a assault on an officer!

The Captain on the C.T. Terrell Unit said “My Officers do not lie.” The case was fabricated to make it look like I was the assaulter, but I was without a case for over 12 years.
